Clinton and Major "agreed that the U.N. presence was important to reinforce the cease-fire in and around Srebrenica. They both welcomed the U.N. sanctions," Voles said, adding that they discussed "loopholes" in the existing sanctions that have allowed goods and supplies into the country. 'They had an informal discussion about what other options may be available," she said, but she offered no specific details.

One U.S. official said that military action was -not in the "first rank" of options that the president was asked to review. The thrust of the i recommendations by" Clinton's advisers is to find a way to revive the Vance-Owen peace plan, the official said. The plan devised by former Secretary of State Cyrus Vance, the U.N. mediator, and Britain's Lord Owen of the European Community, calls for a cease-fire and the creation of 1 0 semi-autonomous zones in Bosnia.

U.S. congressional leaders are recommending strategic air strikes and giving arms to Bosnian Muslims to counter Serbian aggression. "Otherwise it's a sham. All we're doing is standing by while the Serbs mop up Bosnia and divide it into 1 1 little pieces and slaughter all the women and children. In my view that's not a policy," Senate Minority Leader Bob Dole, said Sunday.
