Carter, 74, of Summitville, died Nov. 29, 2002, at Community Hospital in Anderson. Born Feb. 5, 1928, in Tipton, he was the son of Glen and Alma (Dickison) Carter. He retired from Delco Remy in Anderson and was a veteran of World War Il serving in the United States Army.

He was married to Billie Ice Carter. who died in 2000. Survivors include three sons, Mark Carter of Tipton, Morris Carter of Alexandria and Michael Carter of Indianapolis; two daughters, Michelle Thomas of Summitville and Mary Calandrelli of Elwood; a brother, Eatel Carter of Hobbs; three sisters, Julie Evans of Mogadore, Ohio, Jeanette Delph of Muncie and Ruth McKinney of Anderson; six grandchildren; and one great-grandchild. He was preceded in death by his parents; his wife; and a granddaughter. Funeral services will be at 1 p.m.

Wednesday, Dec. 4, at the Hueston-Whetsel Funeral Home in Alexandria. Burial will be in Grant Memorial Park. Friends may call from 4 to 8 p.m. Tuesday at the funeral home.

Memorial contributions may be made to the Disabled Veterans Association through the funeral home. Glenna I. Lynch ALEXANDRIA Glenna 1. Lynch, 87, of Alexandria, died Nov. 30, 2002, at Alexandria Care Center.

Born April 15, 1915, in Anderson, she was the daughter of Henry and Nannie (Ireland) Sosbey. She graduated in 1933 from Anderson High School. Donald Lynch of Alexandria; six grandchildren; nine greatgrandchildren; three greatgreat-grandchildren; and several nieces and nephews. Memorial contributions may be made to the Renovation Fund of the First United Methodist Church through the funeral home. Billy Francis Owens CICERO Billy Francis Owens, 71, of Cicero, died Nov.

30, 2002, at Riverview Hospital in Noblesville. Born May 27, 1931, in Advance, he was the son of Paul and Beulah (Pittenger) Owens. He was a 1950 graduate of North Salem High School. He served three tours of duty with the United States Marine Corps and was a member of the Cicero Masonic Lodge, Cicero Order of Eastern Star, York Rite of Noblesville and the Cicero American Legion. He married Mary Jo Recobs June 12, 1953.

Survivors include his wife; a son, Steven William Owens of Cicero; two daughters, Elizabeth Anne Doss of Sheridan and Rita Kathleen Bures of Cicero; a sister, Virginia Owens Greathouse of Indianapolis; five grandchildren; and four greatgrandchildren. He was preceded in death by two brothers, DeVon E. Owens and Robert W. Owens. would not fully be linked until 2020, said James McDowell, a political science professor at Indiana State University.

So far, new construction has only started in Mississippi. In Indiana, state Transportation Commissioner J. Bryan Nicol long said a route would be selected by the end of the year. But last week he admitted the announcement could be delayed as the state examines a previously unstudied route backed by the Environmental Protection Agency. The EPA, in a recent report, objected to the environmental damage some of the shorter proposed routes would have on wetlands and forest.

Once a route is selected, transportation officials have cautioned that construction in Indiana could take years. (AP) Police are investigating the disof 672 pages of appearance Wayne Township maps at the Allen County assessor's office. The maps contain property values that were updated recently as part of a court-ordered statewide property reassessment.

Township Assessor Jerry Zuber said he figured the maps were safe downstairs from his office in Allen County Assessor Mike Ternet's City-County Building office. But at some point earlier this year the maps disappeared, according to a police report Ternet filed Nov. 21. "I have no idea what happened to them," Zuber said. "We can have new ones made, but that's one that we could have used." The maps, valued at $10,000, were among the first sets made after appraisers determined new property values for all land in Wayne Township.

Not only were the new property values marked on the maps, but neighborhoods were delineated so similar homes would be priced in proportion to one another, Zuber said. Those features made the maps an improvement 'over older copies that are already in the office, he said. The maps are heavy and cumbersome, and would not have been easy to get out of the City-County Building, he said. "I would think that they'd have to be hauled out somehow," he said. "And that would take some work." Other items also have turned up missing from the county assessor's office, but nothing as valuable as the map books, the police report said.

It seems unlikely that the disappearance resulted from a break-in, said John McGauley, spokesman for the county commissioners, who are in charge of security for the building. Why anyone would want the Wayne Township maps also has Zuber confused. Post Mistress of the Frankton Post Office. She retired after 37 years service. She was a member of St. Joseph Catholic Church in Elwood. Survivors include a daughter, Ella Kaiser of Frankton; a sister, Lucile Banker of Frankton; a half brother, Dewey Huse of Lafayette; a sister-in-law, Ruth Powell of Elwood; special friends, D.J.

and Nora Braddick of Frankton; special furry friend, Pebbles; and several nieces and nephews. She was preceded in death by her parents and her husband. (AP) Teenage driving deaths remain high in Indiana despite a 1998 law that further restricted the driving rights of 16- and 17-yearolds, a newspaper reported Sunday. Automobile accidents are Indiana's No. 1 killer of teens, and the state ranks fourth in the nation for the number of 16-yearolds killed in crashes each year, The Journal-Gazette said.

In 1999 the most recent year for which figures were available 30 percent of Indiana's 16-year-old drivers were involved in a crash, far more than any other age group. The newspaper also said drivers younger than 18 account for about 1.9 percent of the state's licensed drivers, but 7 percent of the drivers involved in car crashes. Also, the crash rate for 16- and 17-year-old drivers in Indiana continues to be 50 percent higher than drivers in the 18-20 bracket, and nearly three times as high as the overall state average. Teens "don't have an appreciation for the speed and power and force and how quickly things can go wrong," said Sen. David Ford, R-Hartford City, who helped write the state's graduated driver's license law in 1998.

But during 1999, the first year the law was in effect, teen fatalities rose to 151, compared with 138. a year earlier. That provision bars a teen from having passengers in the car during the first 90 days after getting his or her license, unless a licensed driver who is at least 21 also in the car. DeKalb County Sheriff-elect John Dennis said he does not think the law is helping or hurting. He said teen crashes are up this year in his county, and he doesn't know the answer to preventing them.
